Invitational bidding is key to encouraging enterprise participation in the technological innovation of public goods.This study develops a contest model that incorporates supplier type(independent or public sector-affi...Invitational bidding is key to encouraging enterprise participation in the technological innovation of public goods.This study develops a contest model that incorporates supplier type(independent or public sector-affiliated),heterogeneous innovation capabilities,and project-specific technical risks.Using limiting-case analysis,we compare two invitational bidding strategies on innovation and efficiency of benefits:inviting only independent suppliers and inviting both independent and affiliated suppliers.We also identify the boundary conditions under which long-term contracts lower the public sector’s obligatory award budget.The key findings are as follows:Competition is strengthened when technically strong independent suppliers bid alongside affiliated suppliers;however,competition weakens when independent suppliers lack technical strength.Long-term supply contracts may not necessarily enhance competition and may diminish suppliers’motivation for technological innovation.Innovation and benefit improvement are rarely achieved simultaneously.Both goals can be achieved only when independent suppliers have clear technical advantages,making it optimal for the public sector to invite both independent and affiliated suppliers to bid.When innovation projects involve high technical risks or independent suppliers demonstrate strong innovation capabilities,the public sector may reduce the award budget using long-term contracts as incentives to successfully motivate suppliers.展开更多

In the context of the withdrawal trend of educational preferential policy,it is vital to verify its rationale of existence and efficacy in promoting social justice,by evaluating whether such policies enhance ethnic mi...In the context of the withdrawal trend of educational preferential policy,it is vital to verify its rationale of existence and efficacy in promoting social justice,by evaluating whether such policies enhance ethnic minorities’accessibility to the tertiary education,taking China’s policy of awarding extra points to ethnic minority candidates in the national college entrance examination(Gaokao)as an example.Using Rawls’theory of justice and ethnic identity theory,the paper analyses the rationale and effectiveness of this affirmative action policy.Through a comparative single-case study of China,the paper highlights the historical evolution of the policy and its role in promoting ethnic minorities’educational attainment.Findings suggest that while the policy enhances accessibility to higher education for ethnic minorities to some extent,it may also perpetuate new social injustices by ignoring intra-ethnic disparities.Therefore,this paper calls for future reforms to consider multiple factors,such as regional and economic differences,to achieve greater social justice.展开更多

Aims and objective:This study focuses on the status quo and development trend of nursing research in our country to provide a reference for nursing research workers and improve the development of nursing research in C...Aims and objective:This study focuses on the status quo and development trend of nursing research in our country to provide a reference for nursing research workers and improve the development of nursing research in China.Methods:The official website of the Chinese Nursing Association was searched to obtain the total number,category,geographical distribution,and job of project leaders of winning projects of the Chinese Nursing Association Technology Award.Findings were analyzed using webometrics and content analysis approach to understand the“study hotspots,”“study level,”and“development trend”of nursing research in China.Results:The total number of winning projects was 144.Among them,the number of first,second,and third prizes were 8,36,and 100,respectively.Beijing is the area with the largest number of winners(21),followed by Shanghai(17)and Jiangsu(13).Among the winning projects,the top 3 research areas were specialty nursing,nursing management,and nursing education,with percentages of 50%,27%,and 18%,respectively.Among the 144 project leaders,96% were academic or hospital directors and only 4% were ordinary staff.Conclusions:The geographical distribution of winning projects presented a regional concentration trend.The categories of winning projects are diverse,and our country has made great achievements in every category,particularly in specialty nursing.Most of the project leaders were academic or hospital directors.The stumbling block to nursing research is the lack of high-quality research projects with international influence.Future research should learn from the experiences of developed countries,focus on the in-depth refinement of specialty nursing,and highlight the importance of collaboration to coordinate and promote nursing development in all regions.展开更多

An intuitive way to achieve this objective is to group learners which can...How to share experience and resources among learners is becoming one of the hottest topics in the field of E-Learning collaborative techniques. An intuitive way to achieve this objective is to group learners which can help each other into the same community and help them learn collaboratively. In this paper, we proposed a novel community self-organization model based on multi-agent mechanism, which can automatically group learners with similar preferences and capabilities. In particular, we proposed award and exchange schemas with evaluation and preference track records to raise the performance of this algorithm. The description of learner capability, the matchmaking process, the definition of evaluation and preference track records, the rules of award and exchange schemas and the self-organization algorithm are all discussed in this paper. Meanwhile, a prototype has been built to verify the validity and efficiency of the algorithm. Experiments based on real learner data showed that this mechanism can organize learner communities properly and efficiently; and that it has sustainable improved efficiency and scalability.展开更多
