在中美科技竞争加剧和全球半导体产业战略博弈日益深化的背景下,技术情报活动的边界与风险已成为国际社会高度关注的议题。2025年,中国商务部将加拿大公司Tech Insights及其关联实体列入“不可靠实体清单”,标志着中国在半导体领域的反... 在中美科技竞争加剧和全球半导体产业战略博弈日益深化的背景下,技术情报活动的边界与风险已成为国际社会高度关注的议题。2025年,中国商务部将加拿大公司Tech Insights及其关联实体列入“不可靠实体清单”,标志着中国在半导体领域的反制措施由硬件与设备层面进一步延伸至技术情报与信息流动层面。此举引发了业界和学术界的广泛讨论。本文以Tech Insights被制裁事件为切入点,在梳理其业务模式与发展轨迹的基础上,探讨其在芯片逆向工程和技术情报服务方面的做法如何偏离国际公认的商业规范和职业道德,并分析这些做法的深层驱动因素及其对全球半导体创新生态系统及产业链和供应链安全带来的不利影响。文章指出,在大国竞争持续升级和技术民族主义势头渐起的背景下,传统上被视为商业中立的技术情报活动正愈加被工具化,并被纳入战略竞争框架。在这种情况下,仅依靠市场机制不足以化解安全与发展之间日益加剧的矛盾。本文着眼于如何在日趋激烈的国际竞争环境中合法合规地开展技术情报活动,提出有针对性的政策建议。文章强调,必须加快建立符合全球化趋势、以互利原则为基础的国家级竞争情报国际监管框架,这将为维护公平竞争和促进国际科技合作提供关键支持,具有重要的现实意义和政策价值。 展开更多

GT TECH聚合物复合改性沥青混合料可解决传统苯乙烯-丁二烯-苯乙烯嵌段共聚物(styrene butadiene-styrene block copolymer,SBS)改性沥青薄层罩面在高温稳定性、低温抗裂性及层间黏结等方面存在的问题。系统梳理GT TECH聚合物复合改性沥青混合料的制备与应用方法,并结合实际案例,分析GT TECH聚合物复合改性沥青混合料在路面养护中的应用效果。应用结果表明,GT TECH聚合物复合改性沥青混合料的整体性能得到显著提升,在浸水情况下仍表现出良好的稳定性,可有效延长道路的使用寿命。 展开更多
