Optimizing land cover planning for carbon neutrality:Policy insights from scenario-based vegetation carbon sink assessment in the Guangdong-Hong Kong-Macao Greater Bay Area,China 认领 引用

Mitigating national climate change requires achieving carbon neutrality,necessitating innovative land cover strategies that reconcile economic development with enhanced carbon sinks,particularly in rapidly urbanizing megaregions such as the Guangdong-Hong Kong-Macao Greater Bay Area(GBA)in China.This study developed a novel assessment framework that integrates Multi-Objective Programming(MOP)land cover simulations with a Carbon Neutrality Effect(CNE)matrix and a neighborhood proxy method.This framework provides a quantitative evaluation of vegetation carbon sink dynamics resulting from land cover transitions during 2020-2060 under four scenarios:economic development first(ED),carbon neutrality first(EC),sustainable development(EDC),and natural development(EN).Model validation achieved high accuracy(Kappa coefficient=0.77,Overall Accuracy(OA)=0.84).Projected land cover changes revealed distinct transition patterns.Specifically,under the ED and EN scenarios,land cover changes will dominate by the expansion of urban area at the losses of grassland and crop land;under the EC scenario,the new forested land is primarily from crop land and grassland;and under the EDC scenario,urban area and forested land will achieve simultaneous expansion.Moreover,this study found the net vegetation carbon losses of 51.43×1010and 274.54×1010g C under the ED and EN scenarios,respectively,undermining carbon neutrality.In contrast,there will be a significant net carbon gain(64.52×1010g C)under the EC scenario.Crucially,the EDC scenario demonstrates a viable balance,minimizing vegetation carbon loss(7.00×1010g C)while substantially enhancing both socioeconomic benefit(1.34×1012CNY/a)and vegetation carbon sink benefit(0.15×1012CNY/a).This study underscores the critical role of optimized land cover planning in fostering synergistic economic growth and carbon neutrality.The findings provide actionable insights for the implementation of‘Dual Carbon’strategy in the GBA and serve as a valuable reference for sustainable land management in climate-vulnerable coastal megacities worldwide. 展开更多

Under the special institutional environment of“One country,Two systems,and Three jurisdictions”in the Guangdong-Hong Kong-Macao Greater Bay Area(GBA),cross-border trade finance faces prominent information asymmetry and institutional frictions.Existing studies lack quantitative evaluation of blockchain technology’s application efficiency in this context and systematic analysis of barrier mechanisms.This paper constructs an analytical framework of“technological characteristics-financing process-efficiency output”,using the DEA-BCC model,Malmquist index,grounded theory,and ISM-ANP model for empirical analysis.The results showed that blockchain significantly empowers cross-border trade finance,with total factor productivity(TFP)increasing by 14%in 2023-2024,mainly driven by technological efficiency improvement.Core enterprises(comprehensive technical efficiency 0.82)outperform SMEs(0.65),showing a“Matthew Effect”.Moreover,barriers form a three-level structure of“underlying root-middle-level transmission-surface manifestations”,with technical(weight 0.32)and institutional barriers(0.28)as core constraints,especially insufficient cross-border regulatory coordination(0.12)and inconsistent cross-chain standards(0.10).Prioritizing these underlying barriers is key to breaking“digital silos”,and the proposed hierarchical governance strategy provides support for GBA financial infrastructure interconnection. 展开更多

Based on fsQCA and multi-case tracking data from 15 private colleges and universities in the Guangdong-Hong Kong-Macao Greater Bay Area(GBA),this study explores the generation mechanism of educational confidence in private colleges and universities under the dual tension of market logic and public welfare logic.The empirical results show that:(1)The formation of educational confidence presents three differentiated paths:mechanism synergy(synergy between resource coordination support and industry relevance),market-responsive(dynamic matching between spatial embedding and industrial resources),and ecologically symbiotic(coupling of three elements:institution-resource-space).Among them,the critical value of industry relevance(0.7)has a significant impact on the improvement of educational confidence(β=0.42,P<0.01);(2)Private colleges and universities realize the transformation of development paradigm by constructing a three-dimensional mechanism of“resource reciprocity-spatial coordination-institutional innovation,”and typical cases show that the employment rate of their graduates in the GBA has increased by 28%;(3)Cross-border industry-university-research cooperation enhances the institutional legitimacy of educational confidence through the knowledge transfer effect(path coefficient 0.67).The study proposes suggestions such as constructing a GBA-characteristic industry-education integration evaluation system,providing a theoretical reference for the governance of private higher education. 展开更多

Based on geographic information system(GIS) spatial analysis technology, the spatial pattern of raster grid transport accessibility for the Guangdong-Hong Kong-Macao Greater Bay area was studied and the states of spatial connectedness were simulated using highway passenger transport, railway passenger transport, port passenger transport and aviation passenger transport data. The result shows that transport accessibility within the Guangdong-Hong Kong-Macao Greater Bay area costs ‘one hour’ and the spatial distribution of accessibility in the area presents clear ‘core-periphery’ spatial characteristics, with Guangzhou, Foshan, Shenzhen constituting the core. The transport accessibility of Guangdong-Hong Kong-Macao is high. Average accessibility of urban nodes as measured by travel time is 0.99 h, and the areas accessible within 1.42 h occupy 79.14% of the total area. Most of the areas with the lowest accessibility are found in the peripheral area, with the worst accessibility being 4.73 h. Compared with the west-side cities, the economically developed east-side cities of the Guangdong-Hong Kong-Macao Greater Bay area have higher connectivity with roads, railways, ports, and aviation transport. Guangzhou, Foshan, Zhuhai, Shenzhen, Hong Kong and Macao are closely linked. The higher the accessibility, the closer the intercity connectedness. 展开更多

As an important innovation flow,venture capital has been examined in urban network research.However,the segmentation of capital categories and the cross-scale connection of capital remain scarcely analyzed.This study focuses on the structure and industry differentiation of venture capital flows in the Guangdong-Hong Kong-Macao Greater Bay Area(GBA)and its cross-scale network characteristics.Based on a venture capital database covering capital amount,investment subject address information,and industry information(2000-2018),this article examines the spatial distribution and network structure of venture capital in the GBA by means of a distance-based test of spatial concentration approach and social network analysis.Key findings show that:(1)Venture capital institutions and startups in the GBA present a high-concentration distribution pattern.In the past 20 years,venture capital activities in the GBA have substantially increased,forming a complex urban network structure with Guangzhou,Shenzhen,and Hong Kong as the core of this network.(2)Different types of venture capital show significantly different urban network structures,with manufacturing,the Internet industry,the financial sector,the cultural media industry,and the medical and health industry as the five industry types with the largest capital flow in the GBA.(3)Cross-scale research on the venture capital network reveals the position of the GBA as a capital hub in China,which forms a dense venture capital connection network with major cities on a national scale.(4)The network structure of venture capital in the GBA is influenced by multi-dimensional proximity,institutional factors,urban economy,and path dependence.Along with these three key mechanisms,the GBA has grown into a national-scale and even global-scale venture capital center. 展开更多

This paper applies statistical and synthetic analysis methods to study the characteristics of the three types of tropical cyclone(TC) that landed in the Guangdong-Hong Kong-Macao Greater Bay Area(GBA) from 1981 to2018 and the reasons for the differences of TC-induced wind and precipitation. The results show that there are interdecadal changes in the frequency and intensity of the landfalling TCs in the GBA, with decreased frequency but increased intensity in the 2010 s. The TCs that landed in the west of the Pearl River Estuary(PRE) have the highest frequency and the strongest intensity during landing, which bring the strongest winds;the TCs that landed in the PRE have the lowest frequency and the shortest duration after landing, which cause the strongest precipitation;the TCs that landed in the east of the PRE have the longest duration on the land. This study shows that near the center of the TCs that landed in the PRE, there is a weak anomalous cyclonic shear compared with the ones that landed in the west of the PRE. It is a confluence area of anomalous north wind and anomalous southwest wind, with better water vapor convergence and dynamic rising conditions, which is conducive to the formation of heavy precipitation.Compared with the TCs that landed in the PRE and in its east, there is a closed positive anomalous center of pressure gradient in the northwest center of the TCs that landed in its west, resulting in higher wind speeds in the west of the PRE. The characteristics of the three types of TCs in the GBA are highly related to TC-induced damage.In the future, the GBA needs to focus on preparing for TCs landing in its west. Zhuhai, Jiangmen and Huizhou are key cities to guard against TCs. The results of this study provide foundations for effective management and reduction of TC disaster risks in the future development of the GBA. 展开更多

Forest loss is one of land cover changes, and it induces various eco-environmental degradation issues. As one of China’s hotspot regions, the Guangdong-Hong KongMacao Greater Bay Area(GBA) has undergone a dramatic urban expansion. To better understand forest dynamics and protect forest ecosystem, revealing the processes, patterns and underlying drivers of forest loss is essential. This study focused on the spatiotemporal evolution and potential driving factors of forest loss in the GBA at regional and city level. The Landsat time-series images from 1987 to2017 were used to derive forest, and landscape metrics and geographic information system(GIS) were applied to implement further spatial analysis. The results showed that: 1) 14.86% of the total urban growth area of the GBA was obtained from the forest loss in1987–2017;meanwhile, the forest loss area of the GBA reached 4040.6 km2, of which 25.60%(1034.42 km2) was converted to urban land;2) the percentages of forest loss to urban land in Dongguan(19.14%), Guangzhou(18.35%) and Shenzhen(15.81%) were higher than those in other cities;3) the forest became increasingly fragmented from 1987–2007, and then the fragmentation decreased from2007 to 2017);4) the landscape responses to forest changes varied with the scale;and 5) some forest loss to urban regions moved from low-elevation and gentle-slope terrains to higher-elevation and steep-slope terrains over time, especially in Shenzhen and Hong Kong.Urbanization and industrialization greatly drove forest loss and fragmentation, and, notably, hillside urban land expansion may have contributed to hillside forest loss. The findings will help policy makers in maintaining the stability of forest ecosystems, and provide some new insights into forest management and conservation. 展开更多

The urban heat island(UHI) is an environmental problem of wide concern because it poses a threat to both the human living environment and the sustainable development of cities. Knowledge of the spatiotemporal characteristics and the driving factors of UHI is essential for mitigating their impact. However, current understanding of the UHI in the Guangdong–Hong Kong–Macao Greater Bay Area(GBA) is inadequate. Combined with data(e.g., land surface temperature and land use.) acquired from the Google Earth Engine and other sources for the period 2001–2020, this study examined the diurnal and seasonal variabilities, spatial heterogeneities, temporal trends, and drivers of surface UHI intensity(SUHII) in the GBA. The SUHII was calculated based on the urban–rural dichotomy, which has been proven an effective method. The average SUHII was generally 0–2°C, and the SUHII in daytime was generally greater than that at night. The maximum(minimum) SUHII was found in summer(winter);similarly, the largest(smallest) diurnal difference in SUHII was during summer(winter). Generally, the Mann–Kendall trend test and the Sen's slope estimator revealed a statistically insignificant upward trend in SUHII on all time scales. The influence of driving factors on SUHII was examined using the Geo-Detector model. It was found that the number of continuous impervious pixels had the greatest impact, and that the urban–rural difference in the enhanced vegetation index had the smallest impact, suggesting that anthropogenic heat emissions and urban size are the main influencing factors. Thus, controlling urban expansion and reducing anthropogenic heat generation are effective approaches for alleviating surface UHI. 展开更多

As one of the four largest bay areas with strong economic activities in the world,the Guangdong-Hong Kong-Macao Greater Bay Area(GHMGBA)is located in the zone of interaction between the South China Block(SCB)and the South China Sea(SCS).Under the influence of complex geologic evolution,basin-range structures,fault systems and hot springs are well developed here.However,the characteristics of geological structures and the genetic mechanism of these geological phenomena are still unclear.Therefore,we performed ambient noise tomography to obtain 3-D upper crust(0-7.5 km)S-wave velocity structures of the GHMGBA by using 40-day continuous waveform data from 130 seismic stations in the GHMGBA.Our results show that sedimentary basins in the GHMGBA are mainly characterized by low-velocity anomalies.S-wave velocities of sediment formation in basins are about 2.8-3.1 km/s.Rapid changes in velocity appear at the edges of the basins,which correspond to the NE-,NEE-,and NW-trending faults,indicating prominent basin-controlling effects of the faults.The Sanshui Basin(SSB),the largest in the GHMGBA,has a developmental depth of about 4 km,and there is a significant difference in velocity gradient between the east and west sides of the basin,indicating that SSB has experienced east-west asymmetric expansion.Moreover,there are prominent low-velocity anomalies at a depth of about 4.5 km beneath the hot springs at the west of the Zhujiang(Pearl)River estuary(ZRE).We infer that the low-velocity anomalies are fluid reservoirs of the hot springs,which lead to the development of the hot springs on the surface.In addition,the distribution of main cities in the GHMGBA shows a spatial correlation with low-velocity areas at shallow depths(<3 km).The population development trend in the GHMGBA in the past 20 years is also mainly concentrated in the structural province of relatively low-velocity.In combination with the GHMGBA basin structures and drainage distribution characteristics,we suggest that the basic geological environment to some extent affects the habitability of the human settlement and thus determines the distribution and development trend of the main urban context.We believe that the 3-D S-wave velocity structure of the upper crust of the GHMGBA obtained in this study,as well as the deep structural characteristics of the basins and hot springs,will provide support to urban construction planning and geological hazards research of the GHMGBA. 展开更多

The special administrative regions of Hong Kong and Macao enjoy a high degree of autonomy from the national policy system in devising their local policies,including measures related to climate change.Hong Kong and Macao each have their own climate change policies,some aspects of which are more advanced than policies in China's Mainland.While their high degree of policy autonomy has advantages,this has also isolated them from China's larger environmental management and practices that continue to advance at scale.This paper reviews the climate change policies of the two special administrative regions and analyzes their strengths and innovations,particularly in adaptation.It also identifies areas where there could be closer engagement,collaboration,and capacity-building with the China's Mainland,which has the potential for greater positive impacts,especially on a regional basis. 展开更多

Against the background of rapid urbanization and the“Dual Carbon”goals,analyzing the impact mechanisms of land use change on carbon metabolism is crucial for regional sustainable development.Taking the Guangdong-Hong Kong-Macao Greater Bay Area(GBA)as the study area,we integrate energy consumption data and the Forest Carbon Sequestration(FCS)model to clarify the land use carbon metabolism status based on Ecological Network Analysis(ENA),and systematically analyze the spatiotemporal evolution patterns of urban land use carbon metabolism,interactions between land types,as well as its driving mechanisms in the GBA from 2000 to 2023.The results show that:(1)Over the past two decades,land use changes have exhibited a significant characteristic of“natural land retreat and construction land expansion”,with areas of cropland,forest,and waterbody shrank by 16%,4%,and 4% respectively,while urban land and industrial land increased by 50%and 438%respectively;76% of the reclaimed land was transferred to construction land.(2)The imbalance of carbon metabolism was jointly affected by land use patterns and land use change processes:carbon emissions from energy consumption surged by 116%,while land carbon sequestration capacity decreased by 12%;in most periods,the negative carbon flow from land use change exceeded positive flows,with both showing sharp fluctuations.(3)Construction land in various cities dominated the carbon flow network through control or exploitation relationships,and the mutual transfer between industrial land and cropland is the primary driver;ecological land protection policies(e.g.,the forest“in-out balance”scheme)effectively reduced the intensity of competition relationship.(4)The push-pull forces of land types demonstrate the dual effect of industrialization and urbanization,but their contribution has gradually weakened as the speed of urbanization declined in various cities;the proportion of the indirect carbon flow reached a maximum of 37%(2005-2010),indicating that the indirect impact of land use change cannot be ignored.This study deepens the understanding of the land-carbon interactions,reveals the implicit effects of the“policy implementation-land use change-carbon flow generation”transmission chain,and proposes a“construction land-cropland-ecological land”constraint system and a synergistic path of industrial land intensification and inefficient land ecological restoration.It provides methodological support for low-carbon governance at the urban agglomeration scale. 展开更多

This study investigates the main factors associated with economic growth in the Guangdong-Hong Kong-Macao Greater Bay Area from 2000 to 2023.Based on official statistical data,the paper constructs a multidimensional indicator system covering economic output,population and labor,science and technology input,infrastructure,openness,logistics,and the global economic environment.In the data preprocessing stage,missing values are treated through linear interpolation,and multicollinearity among explanatory variables is examined using the variance inflation factor.The results show that most explanatory variables have high VIF values,indicating serious multicollinearity in the dataset.To reduce dimensionality and improve the stability of model estimation,KMO and Bartlett tests are conducted,and principal component analysis is applied to suitable variable categories.On this basis,ridge regression is introduced to estimate the relationship between different explanatory factors and GBA GDP.The empirical results show that industrial structure,population and labor scale,innovation input,openness,and the external economic environment are closely associated with changes in GBA GDP.In particular,the secondary and tertiary sectors show positive coefficients in the ridge regression model,indicating that manufacturing and service industries remain important supports for regional economic growth.Population and employed population also show positive associations with GDP,suggesting that labor scale and demographic agglomeration provide a basic foundation for economic expansion.R&D expenditure has a positive coefficient,reflecting the role of innovation input in promoting economic upgrading.At the same time,the results should be interpreted cautiously because the explanatory variables are highly correlated,and ridge regression coefficients mainly reflect the relative direction and stability of variable associations rather than strict causal effects.Overall,this study provides a quantitative reference for identifying key drivers of economic growth in the GBA and offers policy implications for industrial upgrading,innovation enhancement,openness expansion,and regional coordination. 展开更多

This paper provides a detailed examination of the commercial reputation of unregistered wellknown trademarks,focusing on the accumulated goodwill arising from fees charged and consumer trust.The regional coordinated development of intellectual property rights and the issues surrounding cross-border legal protection are critically important.The unique"one country,two systems,three judiciaries"framework,coupled with the distinctive structure of the Guangdong-Hong Kong-Macao Greater Bay Area,offers both a practical reference for cross-border protection of unregistered well-known trademarks and a source of complex legal challenges during implementation.The paper systematically reviews and synthesizes the current protection practices in the three jurisdictions.In China's mainland,judicial practice under the Trademark Law increasingly applies territorial standards in a more open manner.In Hong Kong,protection is grounded in the dual-layered Trade Marks Ordinance and supplemented by common law actions against infringement,forming a robust legal defense.In Macao,although the law recognizes that the use of unregistered trademarks may be enforceable,registration remains the basis for stronger legal claims.This study further explores the prominent difficulties encountered in cross-border protection.Drawing on the extensive experience of the European Union,the United States,and ASEAN countries,the paper proposes a multidimensional approach to legal protection of unregistered well-known trademarks,encompassing system development,mechanism design,judicial enforcement,and corporate awareness,with the aim of strengthening China's protection of unregistered well-known trademarks along specific cross-border pathways. 展开更多

This research systematically explores regional cooperation and innovation in the economic management of the financial industry within the Guangdong-Hong Kong-Macao Greater Bay Area(GBA).It integrates theoretical frameworks,including regional financial cooperation,financial innovation,and regional economic management theories,to analyze the current status,challenges,and international experiences,while proposing targeted strategies.The GBA's financial industry exhibits a development pattern led by Hong Kong as an international financial center,with mainland cities showcasing distinct characteristics.Notable progress has been made in cross-border financial business,infrastructure integration,and regulatory coordination.However,cooperation is hindered by institutional disparities,market connectivity barriers,a shortage of innovative talent,and regulatory coordination challenges.Financial innovations in fintech,green finance,and cross-border products face legal constraints,complex risk management,and low market acceptance,with insufficient integration into the real economy.Drawing insights from global bay areas(New York,San Francisco,Tokyo),the study recommends enhancing regional cooperation mechanisms(e.g.,establishing unified coordination agencies and promoting infrastructure integration),deepening the integration of financial innovation with the real economy,and optimizing regulatory coordination.Specific measures include increasing fintech investment,innovating green financial products,cultivating multi-level talent systems,and establishing cross-border regulatory frameworks.While this research provides theoretical support for GBA's financial development,it acknowledges limitations in data timeliness,interdisciplinary integration,and quantitative analysis.Future research should focus on dynamic policy tracking,quantitative evaluation models,interdisciplinary technology-law-finance coordination,and micro-level case studies to refine policy recommendations and enhance international comparative perspectives. 展开更多
