The research identifies key obstacles to income expansion, including an undiversified industrial structure, insufficient human capital, and a lack of robust social protection. These call for systemic solutions featuring institutional innovation, resource consolidation, and capability enhancement. Building on Zhejiang's experience as a common prosperity demonstration zone, the article constructs an integrated framework centered on four pillars: industrial empowerment, education upgrading, social security reinforcement, and digital coordination. It further offers concrete policy proposals involving the cultivation of localized industries, vocational skill training, enhanced safety nets, and the adoption of digital tools. The study thus offers both theoretical insights and practical paradigms for tackling the challenge of raising incomes in low-income rural areas.展开更多

It is a crucial strategic choice of socialism with Chinese characteristics in a new epoch that to achieve both urban-rural and intrarural prosperity in the course of promoting rural revitalization. In the context of common prosperity, the key to achieving rural revitalization is to strive for the year 2050 long-term objectives of “robust agriculture, beautiful countryside and well-off farmers”, while also accelerating efforts to meet the mid-term targets of “improving the quality and efficiency of agriculture, making rural areas suitable to live and work, and ensuring farmers are affluent and well-off”. In terms of a strategic path, it is vital to combine endogenous growth with a sharing mechanism, with the former aiming to stimulate the internal vitality of rural areas and unleash their growth potential, and the latter to ensure that wealth is shared among all people and access to basic public services is made equal. To implement the strategy, it is suggested to take a regionally differentiated approach and a classification differentiated approach by scientifically grasping rural differences and identifying policy priorities, and explore innovative and diversified mechanisms of rural common prosperity.展开更多

From the era of the planned economy to the development, consolidation and improvement of the socialist market economic system after reform and opening up since 1978, as a key target of economic development, China has been committed to balancing regional development, and after decades-long explorations and relentless efforts made great progress. Coordinated regional development-as manifested in narrowed regional development gaps, more equal access to basic public services and eradication of regional absolute poverty-has paved the way for more substantive progress to be made in delivering common prosperity for all. Despite the progress, China still needs to further improve institutional systems for regional coordination and undergird the regional foundation for common prosperity according to the requirements of its new development stage. Specifically, China should focus on the following priorities:(i) Strengthen institutional infrastructure, smooth regional internal and external circulations, and develop a unified domestic market at a higher level;(ii) give full play to the role of the government in equalizing access to basic public services, promoting infrastructure connectivity and protecting basic living standards;(iii) optimize integrated urban-rural development mechanisms, take solid steps to revitalize the countryside, and further coordinate urban and rural development;(iv) improve the layout of the industrial chain and advance interregional industrial chain upgrade and social progress.展开更多

摘要Under the strategic backdrop of rural revitalization, the digital economy has emerged as a pivotal engine for rural development in China. However, systematic research remains scarce on the ways in which synergistic effects of different emerging digital economic sectors influence rural income growth and distributional equality. This study focuses on the synergistic interaction between e-commerce and digital finance and examines their combined impact on rural income growth and distribution.Leveraging data from the E-commerce Demonstration Projects in Rural Areas and the Digital Inclusive Finance Index, our findings reveal:(1)synergistic effects significantly enhance farmers’income while reducing inequality metrics including the Gini coefficient and inter-quantile income gaps;(2)synergistic effects exhibit dynamic inclusivity, demonstrating more pronounced income-boosting effects in low-income counties(e.g.labor-intensive regions and financially underdeveloped areas);and(3)micro-mechanism analysis indicates that this synergy operates by stimulating local employment, simultaneously elevating wage-based and entrepreneurial incomes and narrowing disparities in entrepreneurial income. This research provides critical policy insights in terms of leveraging the digital economy in order to advance rural revitalization and prosperity.
摘要Taking the rural low-income population of Zhejiang Province as its subject, this paper examines how to build a sustainable income-growth mechanism and identify feasible implementation paths within the context of the common prosperity strategy. The study thus offers both theoretical insights and practical paradigms for tackling the challenge of raising incomes in low-income rural areas.

摘要Many policymakers have recognized rural digitalization as an emerging strategy to improve farmers’well-being.However,in the context of China, whether digital village construction is an effective and long-term way to achieve farmers’common prosperity has not been thoroughly explored. This study aims to construct a theoretical analysis framework for the impact of digital village construction on farmers’common prosperity and provide new empirical evidence from dynamic and spatial perspectives. The results indicated that China’s digital village construction effectively promoted the farmers’common prosperity, and agricultural productive service and agricultural science and technology innovation are significant mediating mechanisms. However,it is not yet long-term,as the marginal effect of digital village construction is diminishing. The spatial spillover effect of digital village construction is also more obvious than its direct effect.Digital village construction consistently plays a stronger enabling role in the western region and provinces with better conditions for agriculture. The results suggest that digital village construction in China can effectively reduce regional disparities. But establishing a long-term driving mechanism for digital village construction on farmers’common prosperity is another novel and pressing task that requires urgent attention.

摘要Based on micro-survey data from 894 farmers in Sichuan Province, this study employs the Ordinary Least Squares(OLS),Two-Stage Least Squares(2SLS),mediating effect, and moderating effect models to comprehensively analyze the mechanisms and effects of digital literacy in empowering farmers’common prosperity.Endogeneity and robustness are addressed using the Sobel test, the Bootstrap, and moderating effect plots. The findings indicate that first, after controlling for variables such as age, gender, and planting years, digital literacy significantly and positively influences the common prosperity of farmers at the 5%level;second,enhanced digital literacy promotes higher levels of technology adoption and information accumulation among farmers, thereby increasing the probability of achieving common prosperity. The mediating effects of technology adoption and information sharing account for 21.10%and 33.94%of the total effect, respectively;and third, the information environment and financial empowerment play positive moderation roles in the effect of digital literacy on farmers’common prosperity, with the moderation effects significant at the 1%and 10%levels,respectively.Therefore,we recommend policies that enhance the access of farmers to digital literacy training, strengthen rural digital infrastructure, establish integrated rural information-sharing platforms, and create an enabling environment for the adoption of digital technologies.
摘要Based on Marxist theory of social reproduction and the dual dimensions of“wealth”and“common prosperity,”this study examines the impact of the digital economy in promoting common prosperity across the four key stages:production, distribution, exchange, and consumption. The findings indicate that the digital economy fosters productivity growth and plays significant regulatory roles in primary distribution, redistribution, and third distribution. Moreover, the digital economy overcomes the spatiotemporal constraints of exchange and enhances consumption equality, thereby generating both“wealth”and“common prosperity”effects. However, there are still persistent challenges, including the displacement of traditional outputs, monopolization by digital platforms, the impact on employment, and income disparities arising from the digital divide. To address these challenges,we recommend optimizing the development policies of the digital economy, accelerating the growth of digital productivity, strengthening regulation of the digital platforms, building new talent supply systems, actively addressing the digital divide, and advancing market-oriented reform of data elements to better promote common prosperity.
摘要The Rural Revitalization Investment Fund serves as a crucial financial instrument for advancing rural revitalization and promoting common prosperity. It aims to address financing and land-use challenges faced by rural industries through financial support while fostering coordinated industrial development. The fund primarily operates through equity direct investment and the“mother fund+direct investment”model, with an increasing emphasis on combining government guidance with social capital participation. However, challenges persist, including a shortage of professional talent, insufficient institutional innovation, and weak industrial foundations in rural areas. To enhance the fund’s effectiveness,it is recommended to strengthen professional team management, clearly define its strategic positioning, implement strict supervision, innovate operational mechanisms, and prioritize environmental and social responsibility. These measures will ensure that the fund contributes to rural revitalization while promoting sustainable development and common prosperity.

Specifically, China should focus on the following priorities:(i) Strengthen institutional infrastructure, smooth regional internal and external circulations, and develop a unified domestic market at a higher level;(ii) give full play to the role of the government in equalizing access to basic public services, promoting infrastructure connectivity and protecting basic living standards;(iii) optimize integrated urban-rural development mechanisms, take solid steps to revitalize the countryside, and further coordinate urban and rural development;(iv) improve the layout of the industrial chain and advance interregional industrial chain upgrade and social progress.

摘要According to the Report to the 20th CPC National Congress, delivering common prosperity for all the people is an intrinsic requirement of Chinese modernization.Based on China Household Finance Survey(CHFS)data from 2015 to 2019,this study examines the effects of inclusive finance on China’s household income disparities and demonstrates how inclusive finance contributes to shared prosperity. Our empirical research reveals that inclusive finance has significantly decreased the income disparities between Chinese households.Inclusive finance has significantly increased the income levels of households below the 40th percentile, making it more likely for them to move above the 40th percentile of incomes, which is conducive to delivering common prosperity. Our analysis indicates that inclusive finance will reduce income disparities by assisting low-income households in starting a business and by promoting rural household employment.Reflecting its inclusive nature, further investigation reveals that inclusive finance has a greater positive impact on the income level of vulnerable households. Our research offers new evidence for comprehending the role of inclusive finance and a new interpretation of income disparities, with policy implications for accelerating Chinese modernization.

摘要Relative poverty alleviation is explicitly consistent with common prosperity.Relative poverty alleviation, which is part of the modernization of national governance capacity,is both an objective requirement of effective poverty alleviation and an inevitable approach to the realization of common prosperity. The alleviation of relative poverty and the realization of common prosperity are intrinsically coupled because they feature overlapping time sequences, monistic values, superimposed fields, similar systems, and homogeneous elements. The relationship between the two is essentially symbiotic, coexistent, and synergistic.Consequently, how to effectively alleviate relative poverty and build a dynamic long-term mechanism for relative poverty alleviation will be one of the major challenges for China to tackle before it can make more obvious and substantial progress toward common prosperity for all by 2035.This paper proposes relevant countermeasures and suggestions, which mainly concern the building of a dynamic,multi-dimensional mechanism for relative poverty alleviation and a coordinated mode for the two missions. The aim is to achieve a balanced integration of the academic logic, social logic, and policy logic.

摘要Constructing a comprehensive prosperity evaluation index system from the dimensions of“affluence”and“commonality,”consisting of 23 detailed indicators, this study utilizes the entropy method and provincial panel data from 2011 to 2020 to measure the level of common prosperity across Chinese provinces. The research findings indicate an overall upward trend in the common prosperity development level among provinces during the sample period.Beijing,Shanghai,Zhejiang,Guangdong, and Jiangsu exhibit the highest common prosperity indices at the provincial level. From a spatial perspective, significant disparities exist in the common prosperity levels among different regions.Consequently, policy recommendations are proposed:Tailoring strategies for regional development based on realities, reinforcing regional coordinated development, and promoting the advancement of common prosperity.
摘要The report to the 20th CPC National Congress makes it clear that achieving common prosperity for all is an essential requirement of Chinese modernization, and that China has come to a historical period when concrete measures can be taken to promote common prosperity with a well-researched and effective system. In the new journey of Chinese modernization,we must correctly understand productive forces and production relations, properly handle the relation between efficiency and fairness, and promote common prosperity with sound systems. Therefore, efforts must be made to create an institutional framework of common prosperity that involves three pillars—socialism with Chinese characteristics as the fundamental system, improving the efficiency and vitality of productive forces as the basic system, and preserving fairness and adjusting productive relations and income distribution as the foundational system. To succeed,we must do the following three things.First,we should uphold the system where the Party leads the country, and all our work and the people run the country.Second,we should improve the basic economic system in which public ownership is the mainstay, the high-level socialist market economy, related systems,to promote high-quality economic development, and auxiliary systems to realize common prosperity with the digital economy.Third,we should perfect the institutional arrangements related to primary, secondary, and tertiary income distribution.

摘要Common prosperity is an important goal of China’s modernization efforts, and narrowing the income gap among different regions and populations is crucial to achieving common prosperity. The construction of digital infrastructure has significantly boosted productivity and facilitated the diffusion of technology in less developed regions, leading to notable changes in labor employment and the income gap, which aligns with the goal of common prosperity. This paper explores the mechanism through which digital infrastructure influences common prosperity with a focus on employment, using panel data from 30 provinces in China between 2011 and 2021 for an empirical test. The research finds that digital infrastructure significantly promotes common prosperity.By expanding employment and increasing labor remuneration, the influence of digital infrastructure on common prosperity exhibits regional heterogeneity and a nonlinear threshold effect. The research suggests that the government should enhance investment in and construction of digital infrastructure, reduce the digital divide through policy support in rural areas, promote digital employment and skills training, and encourage industrial integration and enterprise participation.
