Driven by scientific and technological innovation,and underpinned by green and low-carbon technologies,digital technologies and a highly skilled workforce,new-quality productive forces provide a foundation for new modes of production that support green,high-quality development.Green transition is not merely a matter of pollution control;it also involves systemic adjustments to industrial structure,energy utilization,financial allocation and regional coordination.At present,the costs of transforming traditional high-carbon industries are high,breakthroughs in core technologies remain insufficient,the flow of green capital into the real manufacturing sector continues to face obstacles,and the supply of multi-skilled talent struggles to meet the demands of industrial upgrading.Therefore,efforts should be made to harmonize improvements in production efficiency with reductions in ecological costs through the development of cutting-edge technologies,digital energy-saving upgrades,targeted allocation of green finance,and the construction of cross-provincial circular industrial chains. 展开更多

As a clean and efficient fossil energy source, the high-quality development of coalbed methane is of critical significance for promoting the low-carbon transformation of China's coal industry, optimizing the energy structure, and reducing energy dependence. This paper analyzes the role and value of the coalbed methane industry in helping China achieve its dual carbon goals. The research suggests that the current high-quality development of the coalbed methane industry faces challenges including a lack of original innovation in theory, insufficient synergy mechanisms within the industrial chain, and prominent overlapping mining rights issues. Efforts should be made in three aspects: theory, market, and policy. By strengthening original theoretical innovation, improving industrial chain collaboration mechanisms, and reforming mineral rights management systems, these strategies will promote the high-quality development of the coalbed methane industry. 展开更多

Against the dual backdrop of the full implementation of the national education digitalization strategy and the intelligent transformation of industries,the deep integration of artificial intelligence(AI)and vocational education has become the core driver for advancing the high-quality development of vocational education.As an education type most closely aligned with industrial development,vocational education is undergoing systematic reforms in its cultivation model,teaching form,evaluation system,and governance mechanism with the support of big data,generative AI,digital twin,and other intelligent technologies.Intelligent technologies have effectively addressed long-standing pain points in traditional vocational education,such as homogeneous training,limited practical training resources,difficulties in implementing personalized instruction,and mismatches between industry supply and educational demand.Nevertheless,technology-enabled development carries significant dual attributes:while unleashing reform momentum,it also gives rise to practical problems including disembodied teaching risks,algorithmic ethical imbalance,insufficient digital competence of teachers,lagging institutional support,and weakened innovative competence of students.Grounded in the theories of embodied cognition and human-AI collaborative education,this paper systematically explains the internal logic of AI empowering the high-quality development of vocational education,sorts out the development opportunities and realistic dilemmas in the current integration process,and analyzes the deep-seated causes behind these problems.Finally,it constructs a practical path suitable for the development of vocational education in China from five dimensions:education philosophy,faculty development,technology adaptation,institutional governance,and innovation cultivation,so as to provide theoretical references and practical guidelines for the digital transformation of vocational education and the construction of a high-quality education system in the new era. 展开更多

Objective:Taking the reform of the Diagnosis-Related Groups(DRG)payment system for medical insurance as an opportunity,we aim to construct a closed-loop management system for lean hospital operations under the trusteeship of urban medical groups,thereby promoting high-quality hospital development.Methods:Led by the Medical Insurance DRG Management Committee,we established a closed-loop MDT-DRG management system,data analysis system,pharmaceutical and consumable management system,discipline construction management system,and standardized medical record front page filling management system.These measures enabled refined operational management,fostering high-quality hospital development.Results:After the trusteeship of Qingdao Municipal Hospital from 2024 to 2025,leveraging the reform of the medical insurance DRG payment system,combined with the integration of medical disciplines and improved performance management,lean operational management effectively achieved six improvements(15.25%year-on-year increase in outpatient and emergency visits,7.62%increase in discharges,50.08%increase in surgeries,71.89%increase in Level IV surgeries,10.76%increase in Case Mix Index,and 45.99%increase in cases with weights>2),two reductions(41.18%decrease in average inpatient drug costs and 28.69%decrease in average outpatient drug costs),and one innovation(78.92%year-on-year increase in Level IV surgeries for national examinations).Conclusion:This effectively promoted the overall operational efficiency and competitiveness of the hospital,laying a solid foundation for the establishment of a tertiary hospital and achieving the goal of satisfaction for the government,hospital,medical insurance,and patients. 展开更多

High-quality development is the primary task in comprehensively building a modern socialist country,and advancing it requires a high-quality business environment.Focusing on the Guangxi border ethnic region that is both coastal and adjacent to national borders,this paper examines the significance of optimizing the business environment for promoting high-quality development in Guangxi.It then analyzes the current state of the business environment from three perspectives:attracting foreign investment,promoting investment,and reforming government services.The analysis identifies several salient problems,including low efficiency in administrative service approval,a lack of overall coordination and interdepartmental linkage,difficulties and high costs for micro and small enterprises to obtain financing,shortages of human resources,challenges in attracting and retaining talent,an insufficient level of digitalization,and limited resource sharing.Drawing on international experiences from Singapore and Ireland as well as domestic cases from Hong Kong and Zhejiang,this paper proposes policy measures such as deepening the“streamlining administration,delegating powers,improving regulation,and optimizing services”reform,ensuring that pro-enterprise policies are implemented in a targeted and effective manner,strengthening science-and technology-enabled financial services,enhancing mechanisms for talent cultivation and recruitment,and improving the regulatory framework and transparency.These recommendations provide a reference for building a high-quality business environment in Guangxi. 展开更多

The suburbs surrounding metropolitan areas are the priority area for urban-rural integration development where functional optimization is essential to reconcile growing urban demands with sustainable rural development.Rural functions are changing substantially and vary significantly across areas in the practice of high-quality urban-rural integration development era.How to make use of the advantages of different rural functions and achieve optimized combination of functions are actual problems that urgently need to be solved.The paper analyzed the process of urban-rural integration through the identification of urban-rural integration interfaces and evaluated the multifunctional transformation of rural areas in the Chengdu-Chongqing Economic Circle(CCEC)with a fixed weight evaluation model.The differences in rural functions analyzed with the Theil index reveals the characteristics and sources of differences in the“production-living-ecology-culture”functional areas in the CCEC.The research results show that:(1)The spatial distribution characteristics of rural functions in the CCEC are obvious,and agricultural production clusters dominate the Chengdu Plain and eastern Chongqing,contrasting with ecological conservation zones along the Yangtze River system,while cultural heritage hubs concentrate in economically vibrant tourism corridors.(2)The overall regional differences in rural functions are mainly due to intra-regional differences;in terms of the contribution rate,the contribution rate of intra-regional differences in agricultural production,ecological conservation,and cultural heritage functions is much larger than that of inter-regional differences,whereas the inter-regional differences in human living functions are larger than those of intra-regional differences.(3)Based on the research results,the study area is divided into 14 functional types,which can provide scientific basis for improving the spatial layout and high-quality development of rural functions in the CCEC.These insights advance theoretical understanding of mountainous-urban transitional areas while informing practical strategies for high-quality integrated development. 展开更多

Digital-intelligent technologies represent the advanced direction of new quality productive forces and are becoming a driving force for the digital transformation and high-quality development of the cultural industry.Empowered by new quality productive forces,the digital cultural industry has demonstrated diverse characteristics,including the innovation of cultural production subjects,the intelligentization of production tools,the digitization of production objects,the systematization of production methods,and the diversification of production factors.Leveraging technologies such as AIGC,virtual-physical integration,and DAOs based on Web 3.0,the digital cultural industry has established an innovative paradigm,fostering a new method of AIGC production in the digital cultural industry,a new business format of virtual-physical integration,and a new collaborative ecosystem characterized by co-creation,co-building,and co-governance.Meanwhile,the innovative paradigm of the digital cultural industry also faces a series of new challenges,such as the adaptability issues with AIGC algorithm models,creative bottlenecks,and content quality control problems.Additionally,there are obstacles like the immaturity of international development channels for new business formats,the lack of cultural connotations in creative products,and the lag of the digital-intelligent governance of the industry ecosystem behind digital practices.In light of this,there is an urgent need to establish an optimization mechanism for the high-quality development of digital cultural industries driven by new quality productive forces.This includes optimizing the content production mechanism for AIGC-led high-quality innovation in the digital cultural industry;improving the leapfrog development mechanism for new digital cultural business formats through global-regional collaboration;and enhancing the accurate,high-quality governance mechanism for the digital cultural industry that is aligned with the goals of Chinese modernization. 展开更多
